Editorial Policy
Publication structure
Each volume of the Development Compilation comprises four issues published annually. Every issue contains a minimum of five peer-reviewed articles. All officially accepted manuscripts are published online upon completion of the editorial process. Authors are notified promptly at each stage of the review and publication workflow.
GENERAL EDITORIAL POLICY
Publication Criteria
Manuscripts submitted to the Development Compilation must satisfy the following conditions to be considered for publication:
- The manuscript must not have been published previously, in whole or in part, nor be under concurrent consideration for publication in any other journal or outlet (excluding abstracts, conference presentations, or academic theses). Manuscripts deposited in recognised preprint repositories may be considered, provided they are clearly disclosed at submission.
- Publication of the manuscript must have been approved by all listed co-authors. The corresponding author assumes full responsibility for ensuring such approval and for obtaining any necessary institutional consent prior to submission. Post-publication authorship disputes will not be entertained by the editorial office.
- Once accepted, the manuscript must not be submitted or published elsewhere — in any language — without the explicit written consent of Development Compilation.
- Authors must ensure that no portion of their submitted manuscript infringes upon existing copyrights or the intellectual property rights of any third party.
- Authors retain copyright over their published work under the terms of the Creative Commons Attribution License (CC BY 4.0), which permits unrestricted use, distribution, and reproduction in any medium, provided the original work is properly cited.
- Where a submission closely replicates or substantially resembles prior published work, authors must provide a clear and substantive academic rationale for the submission and explicitly reference the existing literature. Submissions that are derivative in nature without adequate justification will be subject to rejection.
- The language of submission must be clear, precise, and academically appropriate. Authors writing in English or Bengali are responsible for ensuring the linguistic quality of their manuscripts prior to submission.
- All research must conform to applicable ethical standards governing experimentation, data collection, human or animal subjects, and research integrity.
- Development Compilation affirms that no manuscript shall be rejected solely on grounds of perceived lack of novelty, provided the work is methodologically sound, technically rigorous, and makes a genuine contribution to its field. Assessments of broader academic significance are left to the scholarly community following publication.
ONLINE publication model and Reprints
We strongly encourage the "ONLINE" publication model. But we also understand that "REPRINT" are required by some authors. Reprints may be used to display the potential of the article at interviews, conferences, distribution to colleagues, seminars, other promotional activities, etc. Therefore, if required, reprints can be ordered here (Link). 'Reprint Charge' (RC) is separate from Article Processing Charge (APC) and Publication Charge.
Agreement for Authorship
Submission of a paper to this journal indicates that the author(s) have agreed on the content of the paper. One author should be indicated as the corresponding author for all publication-related communications. All correspondence and proofs would be sent to the corresponding author, who will be treated as a final representative voice for all authors regarding any decision related to the manuscript unless otherwise requested during submission. This journal would not be responsible for any dispute related to authorship of a submitted paper. Any change in the authorship (such as the addition or deletion of author(s) or a change in the sequence of the author list) should be intimated to the editorial office through a letter signed by all authors before publication of the paper. In the absence of any signed letter, approval of the 'Galley Proof' by the corresponding author will work as 'certificate of final agreement of authorship.' Generally, any change in the authorship after final publication is not entertained, and COPE guidelines are followed for any dispute.
Peer Review Mechanism
Up to 6th August 2012, all journals followed a strict double-blind review policy to ensure neutral evaluation. During this review process, the identities of both the authors and reviewers are kept hidden to ensure an unbiased evaluation.
Blind Peer Review Process
All manuscripts submitted to Development Compilation are subject to a rigorous double-blind peer review process. The identities of both authors and reviewers remain strictly confidential throughout the evaluation. Manuscripts are assessed solely on the basis of academic merit, methodological soundness, and contribution to the relevant field of inquiry.
Each submission is evaluated by a minimum of two independent reviewers with established expertise in the relevant discipline. Reviewer selection takes into account demonstrated scholarly credentials, subject-matter expertise, and the absence of any conflict of interest with the submitting authors.
Reviewer comments are ordinarily communicated to authors within three weeks of submission. Upon receipt of reviewer evaluations, the editor will issue one of the following decisions: accepted, accepted with minor revision, accepted with major revision, or rejected. The editor holds final and exclusive authority over all publication decisions.
Authors are expected to submit revised manuscripts within 7–15 days in cases of minor revision, and within a maximum of eight weeks in cases requiring major revision involving additional analysis or data. Revised submissions must be accompanied by a point-by-point response to all reviewer comments.
Authors may identify individuals they consider unsuitable as reviewers at the time of submission. The editorial team will endeavour to honour such requests where reasonable and practicable.
Plagiarism policy
Development Compilation is firmly opposed to all forms of plagiarism, including duplicate publication and self-plagiarism. All submitted manuscripts are screened using plagiarism detection tools prior to review. Submission of a manuscript constitutes the authors' representation that the work is original and has not been published or submitted for publication elsewhere.
- Manuscripts found to contain substantial plagiarism will be rejected without further consideration.
- In cases of suspected minor or unintentional plagiarism, authors will be contacted for clarification before a final determination is made.
- If plagiarism is identified in a manuscript after publication, a formal notice will be issued to all listed authors and their affiliated institutions, and the article will be subject to retraction in accordance with the journal's correction and retraction policy.
- Self-plagiarism, including the reuse of significant portions of the author's own previously published text without appropriate attribution, is treated as a serious breach of publication ethics.
The editorial team follows the guidelines set forth by the Committee on Publication Ethics (COPE) in adjudicating all cases of suspected misconduct.
Appeals & corrections
Authors whose manuscripts have been rejected may submit a formal written appeal to the editorial office, providing detailed reasons and a point-by-point response to the concerns raised by reviewers or editors. Appeals must be submitted in writing. Manuscripts under appeal must not be submitted to any other journal during the period in which the appeal is under consideration.
Corrections to published articles, where warranted, will be handled in accordance with the journal's established correction and retraction policy. Development Compilation is committed to maintaining the accuracy and integrity of its published record.
Language policy
Development Compilation accepts manuscript submissions in both English and Bengali. Authors are solely responsible for ensuring the linguistic accuracy and clarity of their submissions in whichever language they elect to publish. The editorial office does not provide language editing services.
Open access policy
Development Compilation is a fully open-access journal. All published articles are freely available to readers worldwide without subscription, registration, or access fee of any kind. Authors retain full copyright over their published works under the Creative Commons Attribution License (CC BY 4.0). There are no article processing charges imposed on authors.
Special note for authors:
As a part of restructuring all journals, we are closing all the manuscripts where manuscripts have been pending dormancy for more than 4 weeks after the final acceptance mail. Due to the restructuring of our editorial policy and regulations, we have closed all the files of these types of manuscripts. Files of these types of manuscripts can be kept alive if authors agree for a fresh round of peer review by at least two peer reviewers or re-approved by the present editorial board.
